 Sherri believes in building strong connections and empowering those around her. 




Get involved

Sherri L. Cox is a seasoned public-sector executive, systems builder, and community-centered leader with more than 30 years of experience spanning government, nonprofit leadership, workforce development, and justice-impacted policy. She is widely recognized for her ability to translate complex policy goals into coordinated, fiscally responsible systems that deliver measurable outcomes for communities.


A Pennsylvania native, Ms. Cox relocated to Washington, D.C. in the mid-1980s after earning an Associate’s Degree in Computer and Business Management from the ICM School of Business. A visionary leader and serial entrepreneur, she has guided individuals and organizations in building sustainable ventures across multiple industries. As a Certified Transformational Coach and a Certified Facilitator for Thinking for a Change (T4C) a cognitive-behavioral program focused on reshaping thought patterns and decision-making, she brings a people-centered, solutions-oriented approach to leadership.


Ms. Cox currently serves as a member of the Maryland Statewide Alliance for Returning Citizens (MSARC). She is an active participant in the Lived Experience Committee (LEC) under the leadership of Secretary Carolyn J. Scruggs, advancing statewide reentry priorities aligned with the vision of Governor Wes Moore. These roles reflect her continued commitment to ensuring that reentry is embedded as a core component of Maryland’s public-safety and economic-mobility strategy. Board member for It Takes A Village Collaborative to provide comprehensive infrastructure growth. 


Her career includes senior leadership roles with nationally and internationally recognized organizations such as the American Red Cross, Greenpeace, and Catholic Charities, where she managed multi-million-dollar revenues and complex operations. At the American Red Cross, she established call centers in 28 states for the Get Info disaster-assistance initiative, an operation that remains active today. At Greenpeace, she managed more than $238 million in global revenue and supported a $20 million capital campaign for Catholic Charities, demonstrating exceptional expertise in fiscal stewardship, fundraising, and strategic partnerships.


Ms. Cox’s public service is deeply rooted in justice, equity, and accountability. As a Program Analyst with the D.C. Department of Corrections, she worked directly with returning citizens to design education and employment programs supporting successful reentry. She later served as the Returning Citizens Liaison for Prince George’s County within the Office of the County Executive, where she played a pivotal role in building a comprehensive countywide reentry ecosystem.


In that executive-level role, Ms. Cox led strategic partnerships, created, oversaw grants and contracts, and aligned services across housing, workforce development, behavioral health, and community reintegration. She successfully secured the Governor’s Office of Crime Prevention and Policy (GOCPP) grant ($1.4K) to establish a comprehensive Reentry Hub in Laurel (District 1), expanding employment, housing, and stabilization services for returning citizens. She also collaborated with Employ Prince George’s and its grant team to support the acquisition of the U.S. Department of Labor Pathway Home 6 Grant ($2.8 million), strengthening pre- and post-release workforce pipelines.


Beyond her professional achievements, Ms. Cox is deeply committed to mentoring emerging leaders, currently supporting six formerly justice-impacted individuals who are developing as social and community entrepreneurs.


In her personal time, she enjoys traveling, cooking, fishing, and interior design activities that keep her grounded, reflective, and creatively engaged.
